New long-term programme to help maintain and improve major assets for leading housing provider

Bidders are being invited to submit their tenders for four regional contracts, worth approximately £160 million to deliver a major package of planned works for Hanover Housing Association. It follows a review of the social landlord’s procurement programme and current contractual arrangements.

A leading national provider of housing and services for people aged over 55, Hanover has issued a new procurement opportunity and is seeking submissions for what is the largest contract for planned preventative and cyclical maintenance the organisation has undertaken.

Hanover, which manages some 19,000 homes across England, has developed the new strategy to help manage its assets following consultations with residents. This fresh approach will see longer 10 year contracts in place across each of its four regional operating structures in England: North, South, East and West.

The proactive approach to managing its assets will also help to future-proof the organisation from economic challenges, drive value for money and deliver choice and work of a high standard to its residents. This rationalisation, will remove the need for repetitive procurement, delivering savings from reductions in invoicing and resource processing costs.

Hanover is also looking to work with contractors who have expertise in delivering great customer service, who can understand the regional variations Hanover have to work with and provide a positive social impact to support its aspirations for later life living.

Hanover will be looking to work with contractors with expertise in delivering a strategic whole house approach to planned works, have a proven history in delivering great customer service, and who understand and can work within the regional variations Hanover work within.

The tender covers the following areas:

  • Interior and exterior cyclical decorations
  • Window installations
  • Kitchen & Bathrooms
  • Door and joinery installations
  • Electrical heating works
  • Planned electrical works (incl. lighting)
  • Planned plumbing works (excl. heating related)
  • Fire alarm and other fire safety installations (incl. fire stopping works)
  • TV aerial installations
  • External areas installation and refurbishments (e.g. roofing, fencing, paths and roads) Flooring works

The new contracts will encourage the use of local labour and local businesses. Hanover’s aim is to increase the social value return and support the development of apprenticeships.

Hanover has worked with customers to develop a framework that sets out how they will input into the new procurement strategy. The approach they have helped shape will see resident needs incorporated into the evaluation process and include resident representation at the relevant bidder meetings.
